The green ball indicates that the modem successfully established communication with the Network Operations Center. If communications are established, but your internet connection is still having problems, then there is either a problem with the quality of the connection, or there is a problem with equipment other than the modem (most likely a router if you are using one - could also be the machine itself).
Check each of these possible problems that could result valid connection but results in poor quality:
